Censorship – the system of control of official authorities over the content of released publications.

From 1826 to 1865 all the publications released in Russia fell under preliminary censorship enforcement, this was particularly stiff during the revolutionary events in Western Europe, whereby each publication was actually scrutinized by the censors twice: at the stage of manuscripts (print permit) and of printed copies (release permit). Of those succeeding in passing the preliminary censorship 30 books were not granted the release permits.

With enforcement in 1865 of the temporary regulations of censorship and the press (existent in excess of 40 years), from the preliminary censorship were liberated original composition with volumes not less than 10 quires, and all translated works with not less than 20 quires. During their enforcement 218 books were confiscated and destroyed.

"Temporary Press Regulations" of 1906 liberated all, with no exceptions, books from the preliminary censorship, whereby their confiscation could be effected only under judicial proceedings. In 1906 – 1916 more than 1000 books were confiscated, the majority of which successfully disseminated before initialization of the censorship proceedings.
