Speransky, Count Mikhail Mikhailovitch, minister, renowned through his compilation of the Code of Laws (Svod-Sakonoff). The son of a poor village-parson, he gained by dint of intellect, learning, talent and exemplary character the highest offices in the empire. Born in the village Tsherkootin (Government of Vladeemir) 1772, died 1839.*
